Yes the preamble to the WTO agreement
includes direct references to the objective of sustainable development as given
the recent acknowledgement by the international community of the importance of
concerted bilateral or multilateral action to protect living natural resources,
and recalling the explicit recognition by WTO Members of the objective of
sustainable development in the preamble of the WTO Agreement, we believe it is
too late in the day to suppose that of the GATT 1994 may be read as referring
only to the conservation of exhaustible mineral or other non-living natural
resources.”
While
allowing for the optimal use of the world’s resources in accordance with the
objective of sustainable development, seeking both to protect and preserve the
environment and to enhance the means for doing so in a manner consistent with
their respective needs and concerns at different levels of economic
development. We note once more that this
language demonstrates recognition by WTO negotiators that optimal use of the
world’s resources should be made in accordance with the objective of
sustainable development.
